And so it came to pass:

Kratas was the primary Theran provincial outpost prior to the Scourge (ignoring Parlainth, which was the provincial capital, but since no one *remembers* Parlainth when we are starting, most people assume that it was the provincial capital at this point in time.). Daiche was a small trade settlement that grew up near the river to support heavier trade to and from Kratas as it grew.
KRatas itself was sorrounded by rich farmland, well situated for defense, and sitting on some of the richest true element deposits in Barsaive . . . a small tributary, sufficient for the Therans needs, flowed from the outskirts of Kratas to the Tylon river. . . Daiche was primarily treated as a Theran colony city by the Theran magistrate, although the locals saw it differently.
Immediately prior to the Scourge, Kratas sealed itself up early, along with all loyalists from the nearby area --- the commonly accepted wisdom was that Kratas, supported by Theran wealth and knowledge, was far better protected and less likely to be destroyed.
However, due to a series of "lucky coincidences", representatives of every race ended up with a major presence in in and around Daiche and helped construct the Kaer, so it benefited from a wide variety of expertise.
A cornerstone of the Kaer is an Obsidiman liferock. The Daiche cavern itself was constructed by enlarging the ancestral holdings of a dwarven clan, lead by ______ Goldheart.
Several very wealthy elven families distancing themselves from the Elven Court, but unwilling to submit to stronger dwarven authorities, settled in Daiche, where they could take a role in leadership.
The leadership of House T'Kambras, a small T'Skrang trading house, A large contingent of House T'Kambras have also taken up residence. A split in leadership caused them to leave their Apogain prior to the scourge. Specifically, a desire by some members to ally permanently with Thera.
Humans, who were already in the area, also remained.
A nomadic windling village, that never could explain their motives they just had a curious urge to wander. And found themselves joining the effort. The windlings live in shelters attached to the roof the Cear, like giant beehives. The shelters are brightly colored, and music and laughter is oftne heard drifting down at night. The windlings themselves tend to match the color of their adopted "hives", so the windlings are all brightly colored. The windlings themselves, while few would admit it (and definitely not the trolls), the windling village has been an invaluable asset in keeping the spirits of the people of Daiche high, despite their hardships. It's a lucky thing they ended up here! (entirely by coincidence, of course, no Dragon involvement at all. )
Finally, the remanents of a destroyed lost Ork tribe, travelling the plains and seeking shelter after being driven from Cara Fahd, followed a number of portents, and chose to settle in the shadow of the Passions. [The 12 Tylon Peaks, according to Ork Folklore, are the Passions.]
Daiche itself is built in the Throalic style. A Giant primary cavern. With some small side tunnels and private areas sorrounding it--- built on a theory of layered defense. With the Side-Tunnels being the most weakly protected, a second layer of protection on the major dome, and the true air and water drawn from their respective planes tied into the central waterway is the emergency barrier (which manages to flow constantly, despite the fact that it's height is consistent. Go magic).
The wealthier citizens tend to live towards the Center. Especially inside the Canal.
The edges of each domain are relatively public - as is the area on the outside of the canal, which serves as the primary market. All citizens have at least access to the outside of the large forest and lake. The Elves and T'Skrang, respectively, control the forest and lake.
The Political Structure is (I have more detail I'll add later) each race appoints a representative to the Council, which is presided over by the Dwarf representative as the head of the committee, by tradition.
The racial areas are not entirely segregated especially on the edges. It would be unusual to see a troll living amongst the dwarves, but not unheard of.
A Troll Clan, from the Twilight Peaks, formerly extroaordinarily powerful, was mostly wiped out by the Therans, and fled. Their decision to end up in Daiche largely was "coincidence", as a number of their near-destroyed air ships they were travelling on finally gave up the ghost, and crashed across the river from Daiche. Certainly no one suspects that a Dragon might have had anything to do with it.
